Moderators can't, I don't know about admin, but I'm pretty sure they don't (or it probably wouldn't have been removed).

Hi guys
Well I am an administrator and I checked to see whether I can reduce karma or not, but I cannot see any way of doing it on my controls. So if it is admin, then it is at a higher level than my Global Moderator position.

Then I'm ueber-moderator . Just reduced Curtis' Karma from 31 to 30. (But to make up for it, I'll soon raise it again.)
